Professor Liu Tingfang currently serves as the founding director of the Department of Hospital Leadership and Management at the School of Health Policy and Management, Peking Union Medical College, Chinese Academy of Medical Sciences. Additionally, he holds the positions of distinguished professor, doctoral supervisor, and founder of the Institute for Hospital Management of Tsinghua University. He is also the chief professor for MOOC courses. Furthermore, Professor Liu is the Deputy Director of the Academic Committee of the PKU China Center for Health Economic Research, a senior research fellow, and the Chief Scientist of the Shanghai Jiaotong University Institute of Healthy Yangtze River Delta. He is the honorary director of the Medical Management Evaluation Research Center and an "ISQua expert" of the International Society for Quality in Health Care. He is a lifetime fellow of ISQua-IAQS (International Academy for Quality and Safety in Health Care Science) and Director or Editorial Board Member of three Chinese hospital management journals, Member of the Editorial Committee for the Journal of Patient Safety and Risk Management, Reviewer for the Risk Management and Healthcare Policy journal. He also serves as a member of the International Hospital Federation. Professor Liu has supervised 55 doctoral and master's students, led 55 research projects, and authored 28 monographs and textbooks (including the first set of 18 graduate textbooks on hospital management research in the Asian region). He has published nearly two hundred professional papers in domestic and international journals.

Professor Liu has actively participated in major healthcare policy and hospital management projects of the State Council's healthcare reform office, the Central Organization Department, the Ministry of Education, the Ministry of Health, the Ministry of Finance, the Ministry of Justice, the National Healthcare Security Administration, and in various provinces and cities, including Beijing, Jiangsu, Shanxi, Henan, Hebei, Hainan, Anhui, Fujian, Jilin, and Xinjiang. He has contributed to consultation, development planning, standard setting, and the implementation of these projects, as well as the healthcare service development for national "Thirteenth Five-Year Plan" healthcare reform, the promotion mechanism and effectiveness evaluation of the national "Fourteenth Five-Year Plan" healthcare reform, totaling a hundred projects. His research projects cover macro, meso, and micro levels. Professor Liu has conducted innovative research on theories, policies, management, and service models in the field of healthcare, both domestically and internationally, leading to significant and far-reaching outcomes.

Internationally, Professor Liu has been recognized by Peter Lachman, the CEO of ISQua, as a pioneer in promoting the hospital quality management circle in China and a staunch supporter of third-party hospital evaluation. He has also been acknowledged by Professor Noriaki Kano, the inventor of the KANO model at the Tokyo University of Science, as a leading figure in the hospital quality management circle in China and is referred to as the father of the Chinese hospital quality management circle within the industry. The President of the Asia Quality Function Deployment Association and Vice President of the University of Yamanashi, Professor Hisakazu Shindo, expressed admiration for the level of Quality Control Circle (QCC) in Chinese hospitals, surpassing that of the original country, Japan, after he studied the QCC research reports and application cases of Chinese hospitals. Professor Liu has been consecutively named one of the top ten figures in China's healthcare reform. In 2018, he was awarded the National Quality Improvement Activity 40th Anniversary Outstanding Contribution Award by the China Quality Association (only two people in the country received this honor). In 2019, he was honored with the "Outstanding Promoter of the 10th Anniversary of Comprehensive Quality Management" by the China Quality Association. In 2020, the research project he led on "Building a 'Multidimensional Full-Process + Intelligent Precision' Supervision System for China's Medical Security" received the third prize for scientific research achievements from the National Healthcare Security Administration. In 2021, he was awarded the title of "Bethune-style Role Model" by the Chinese Bethune Spirit Research Association. As of now, Professor Liu has received more than 30 honors from central, provincial, and municipal leadership organizations.
